The city says its water comes from the Salt, Verde and Colorado rivers, plus stored underground water credits, and that it can pump a limited amount of groundwater when needed. Its 2025 source split was 55% Salt River Project, 41% Central Arizona Project and 4% groundwater.1

What isn't published
The report gives one citywide range and average for hardness, with no breakdown by treatment plant, neighborhood or ZIP code.1 For a reading at your tap, test it or ask a dealer to.
Luke Air Force Base and other providers
Glendale city limits and Glendale ZIP codes don't line up exactly with the City of Glendale's water service area. State service-area data shows Luke Air Force Base runs its own water system, and parts of some Glendale ZIPs are served by the City of Phoenix, Valley Utilities or Liberty.2 Luke's newest posted report (calendar year 2024) says its water comes from base wells plus three off-base providers, and it doesn't list hardness.3 Check the name on your water bill.
What this means for home treatment
- Scale: with an average of 13.8 gpg and a high of 18.5 gpg, most homes will see scale. Size and set a softener from a test of your own tap. See softener cost in the Phoenix area and hard water in Phoenix.
- TDS and taste: the average TDS (548 ppm) is above EPA's 500 mg/L guideline. TDS reduction is a required claim for RO systems certified to NSF/ANSI 58. See RO cost in Phoenix.4,5
- Chlorine taste: filters certified to NSF/ANSI 42 target chlorine taste and odor.6
- Sodium: tap water averages 120 ppm. A salt-based softener adds more, so ask about RO for drinking water if that matters to you.
