Which reports are these?
Goodyear has more than one water provider. State service-area data shows the City of Goodyear water system (AZ0407094) covers most of ZIP 85338, while most of ZIP 85395 is in the service areas of Liberty Water LPSCO (AZ0407046) and EPCOR's Agua Fria system (AZ0407695).4 The city's report says to call 623-882-7887 if you're unsure which company serves you.1 This page summarizes each utility's newest water quality report, all covering 2025 test results.1,2,3 Every figure below belongs only to the utility named above its table. Check the name on your water bill.
City of Goodyear
The city's 2025 report covers monitoring from January 1 to December 31, 2025, and lists a population served of 84,000. The report covers the city's water treatment plants, including its surface water treatment plant, and says fluoride occurs naturally in the city's groundwater.1
| What | 2025 report figure | Notes |
|---|---|---|
| Total hardness | Not published | The report suggests setting softeners to 14 to 20 grains per gallon for efficiency. That's a setting tip, not a measured hardness.1 |

| Lead and copper (2025) | Lead 90th percentile 0.01 ppb; copper 90th percentile 0.22 ppm; 0 of 31 taps above either action level | The report says the city's 2024 inventory found no lead service lines.1 |
| PFAS | PFOA up to 5 ppt and PFOS up to 9 ppt (2025); PFBS up to 13 ppt (2023) | The report lists 4.0 ppt as the proposed limit for PFOA and PFOS, and a 2023 calculated Hazard Index of 1.2 against 1.1 |
| Violations | Monitoring and reporting violation for synthetic organic chemicals (SOCs), 2023–2025 | The city says it failed to finish required sampling on time, has since completed it, and found no evidence of a health risk.1 |
Liberty Water LPSCO
Liberty's report says its LPSCO water is groundwater from the West Salt River Valley aquifer, drawn from about 200 to 600 feet down. Some water gets arsenic removal treatment, then a small amount of chlorine.2
| What | 2025 report figure | Notes |
|---|---|---|
| Total hardness | 150–360 ppm (8.8–21.1 grains per gallon); average 233 ppm (13.6 gpg) | 2 |

| PFAS (2025) | PFOS ND–39 ppt; PFOA ND–23 ppt; PFHxS ND–35 ppt; PFHxA ND–55 ppt; PFBS ND–21 ppt; PFNA ND–3.2 ppt | The report lists these under unregulated monitoring, with no notification level.2 |
| Violations | None in 2025 | 2 |
EPCOR: Agua Fria system
EPCOR's report says the Agua Fria district has nearly 58,900 service connections across parts of several West Valley cities. Its water comes from the Colorado River through the Central Arizona Project, Agua Fria River water stored at Lake Pleasant, and West Salt River Valley groundwater.3
| What | 2025 report figure | Notes |
|---|---|---|
| Hardness | 2–17 grains per gallon | The report says hardness and taste can change with the season as the surface water and groundwater mix shifts.3 |
| Total dissolved solids | 182–692 ppm | Unregulated.3 |
| Sodium | 61–100 ppm | No federal limit.3 |
| Chlorine | 0.77–0.95 ppm; highest running average 0.84 | Limit (MRDL) 4 ppm.3 |
| TTHM / HAA5 | Highest running average 53.6 ppb (ND–99.3) / 14.3 ppb (ND–26.7) | Limits 80 and 60 ppb (running averages). Compliance achieved.3 |
| Arsenic | ND–7.3 ppb | Limit 10 ppb.3 |
| Nitrate | ND–3.67 ppm | Limit 10 ppm.3 |
| Lead and copper (2024) | Lead 90th percentile ND; copper 90th percentile 0.23 ppm; 0 samples above either action level | 3 |
| PFAS | Non-detect (below 2 ppt) for PFOS, PFOA, PFNA, PFHxS, HFPO-DA and PFBS | Initial monitoring at the treatment facility, 2025.3 |
| Total coliform | A routine and a repeat sample were coliform-positive, and one was also E. coli-positive | The report lists no violation.3 |
ppm = parts per million (mg/L). ppb = parts per billion (µg/L). ppt = parts per trillion (ng/L). gpg = grains per gallon. ND = not detected. Utilities may sample some substances less than once a year, so the sampling year is shown where it isn't 2025.
What isn't published?
The City of Goodyear's report lists neither total hardness nor total dissolved solids, so we have no published hardness figure for city water.1 We won't guess one. Liberty's report lists hardness but not total dissolved solids.2 For a reading at your tap, test it or ask a dealer to.
What is the 2026 TTHM notice?
After the 2025 report, the city notified customers about slightly elevated total trihalomethane (TTHM) levels. It says the notice applies only to City of Goodyear water customers south of the Gila River, that the water remains safe to drink and use, and that this isn't an emergency. A temporary granular activated carbon treatment system was expected to start in mid-October 2026, and a permanent fix at the city's surface water treatment facility is expected by January 2031. The city also says refrigerator filters and reverse osmosis units are usually designed to remove TTHMs.5 We don't publish the notice's sample results here; see the city's page for updates.
Does this cover Luke Air Force Base?
No. Luke Air Force Base runs its own water system. Its newest posted report (calendar year 2024) says the base uses its own wells plus water from three off-base providers: Valley Utilities, Liberty Utilities and EPCOR (Agua Fria).6 Off-base homes in Goodyear and Litchfield Park may be on Liberty's LPSCO system or EPCOR's Agua Fria system. For on-base water, see our Glendale report page, which covers Luke.
What does this mean for home treatment?
- Scale: Liberty's LPSCO average is 13.6 gpg, and EPCOR's range runs up to 17 gpg. EPCOR's report calls anything over 10.5 gpg very hard.2,3 On City of Goodyear water, test your tap before sizing or setting a softener. See how to set softener hardness and softener cost in the Phoenix area.
- Taste and dissolved minerals: TDS reduction is a required claim for RO systems certified to NSF/ANSI 58. See RO system cost.7
- PFAS: if PFAS is your concern, check that a system's certification listing names PFOA and PFOS reduction specifically.
- Chlorine taste: filters certified to NSF/ANSI 42 target chlorine taste and odor.8
